>Top Performing Gabay sa Mamamayan Action Center (GMAC) Awards


     The local government unit of Tubigon recently conferred the Top Performing Gabay sa Mamamayan Action Center (GMAC) Awards to six barangays on the same day the 34 barangays launched their Barangay Citizen's Charter at the Jj's Food Stream Restaurant in the municipality.
      In the ceremony last August 10, Mayor Luna Piezas and Vice-Mayor Alfredo Batausa handed the plaques to the Top Performing GMACs to barangays Cawayanan, Guiwanon, Macaas, Pinayagan Norte, Pooc Occidental and Talenceras.
      Also conferred awards for their exemplary performance of their official functions were the barangay secretaries of Banlasan, Batasan Island, Bilangbilangan, Bosongon, Bunacan, Cabulijan, Cahayag, Centro, Genonocan, Guiowanon, Libertad, Matabao, Panadtaran, Pandan, Potohan, Pooc Oriental and Talenceras.
      Other minor recognitions were also given to some other barangays of Tubigon.
      MLGOO Ma. Sharon Marimon-Halasan, with the support of the LGU, initiated the half-day activity.
      Present were barangay captains, chosen barangay kagawads and barangay secretaries of the 34 barangays of Tubigon.
      In the first part of the program, Halasan gave a short lecture on the official functions of the barangay officials in the daily operations of the GMAC and the mandates behind its implementation.
      The second part was the symbolic launching of the Barangay Citizen's Charter.
      All the 34 barangays of Tubigon had already come up with their respective Barangay Citizen's Charter.
      The Citizen's Charter serves as guide to clients of government offices on the standard flow of its frontline services presented in a step-by-step procedure on a tarpaulin.
      Halasan discussed its importance in the enforcement of RA 9485 or The Anti-Red Tape Act of 2007, and their official functions in the implementation of their Barangay Citizen's Charter.
      Its symbolic launching followed where all the barangay officials recited the Barangay Citizen's Charter Performance Pledge in the presence of Mayor Piezas and Vice-Mayor Batausa.
      Then, all the barangay captains affixed their signatures on it to signify commitment to implement the service standard indicated in their Barangay Citizen's Charter.
      In his inspirational message, Mayor Piezas appreciated the effort of the barangays in taking part in the implementation of RA 9485 at the municipal level.
      It was in July 7 that Tubigon launched the Municipal Citizen's Charter, and the barangays had their turn to launch their Barangay Citizen's Charter on August 10.
      The mayor expressed optimism that the citizen’s charter can help prevent graft and corruption.
      The last part of the program was the GMAC Awarding and Recognition.
      This is the result of the annual Gabay sa Mamamayan Action Center (GMAC) and Barangay Officials Evaluation spearheaded by Halasan on June 9-18, 2009 with the support of the municipal level.
      It aims to enhance the capability of the barangays in their daily operations and in the performance of their functions.(SAM)
