NPA's Order of Battle in Davao City?

The First Pulang Bagani Company of the New People’s Army (NPA) headed by Leonardo Pitao alias Kumander Parago denies placing Davao City Councilor Arnolfo Cabling in its order of battle (OB).

Parago reiterates the rebel movement’s stand of not targeting local government officials who have no blood debts, who have not committed serious human rights violations and crimes against the people and who are not engaged in armed and aggressive counterrevolutionary acts.

“The NPA reiterates its stand that local (officials), who have no blood debts, who have not committed serious human rights violations and worst crimes against the people and who are not engaged in armed and aggressive counter-revolutionary acts are not legitimate targets,” Parago said.

Parago said the NPA has nothing to gain in placing Cabling in its OB list.

Instead, he accused the military of spreading the information to put the rebel movement in bad light.

The rebel leader said the Armed Forces of the Philippines “has everything to reap in spreading this poisoned intelligence information”.

“It is apparent that the military psywar machinery is again desperately trying to portray the NPA as bloodthirsty terrorists or criminals, to create a climate of fear, and to whip into line local bureaucrats to gravitate to their side for protection or custody,” said Parago.

He advised Cabling and other local officials not to be used as “pawns” in this psychological warfare.
