>Collective Negotiation Agreement in Talibon, Bohol

      Talibon Municipal employees here will always remember August 10, 2009 as it was the day Mayor Juanario Item signed their Collective Negotiation Agreement (CAN) with the local government unit in a ceremony at the President Carlos P. Garcia Memorial Session Hall.
      The ceremonial signing was done after the routine morning holy rosary with Mayor Item representing the Municipality of Talibon and Verulo Avenido, president of the Talibon Association of Municipal Employees (TAME), represented the workers.
      It was conducted in the presence of two witnesses- – Municipal Treasurer Rosalina Felisilda, and a clerk, Rosalina Credo.
      Item, in his short message, expressed gratitude to local employees for giving full support and cooperation to his present administration.
      He said the signing is their most memorable and happiest moment in life as government servants, saying that it came as an appreciation to their loyalty and good performance in serving the constituents.
      The CNA aims to foster and promote harmony, efficiency and productivity in the workplace through better employment and working condition.
      TAME is an organization of municipal workers that exists for many years already and has developed into Talibon Government Employees Multi-Purpose Cooperative, one of the progressive coops in Bohol.
      It has been duly registered and accredited with the Department of Labor and Employment (DOLE) and the Civil Service Commission (CSC) with its principal office at the Municipal Hall of Talibon.
      The signing ceremony only signified the municipal administration’s recognition of the rights of the employees like the right to self organization, security of tenure, a humane work condition, participate in the policy and decision-making processes affecting their rights and benefits.
      With the signing of the CAN, both parties agreed to establish, maintain and implement the aforementioned cost-cutting and improvement measures to achieve all planned targets, programs and services at a lesser cost with greater efficiency.
      In the agreement, the municipality shall grant a yearly collective negotiation agreement incentive in the amount of not less than P5,000 to each official and employee who has rendered services to the town for a total period of not less than five months, including leave of absence with pay, within one year preceding the date of the signing of the CNA and every year thereafter.
      In return, TAME shall commit all its members to attaining the mandate, duties and functions of the municipality like undergoing Information Education Campaign for the members pertaining to ethics in public service, providing guidelines in maintaining order and observance of discipline and, finally, help the municipality in clarifying issues affecting the TAME.
