Confession of a Pinoy NPA Rebel

The police in Negros Oriental has released a self-confessed member of the New People’s Army (NPA) on lack of grounds for holding him and sending him to court.

As this developed, Col. Cesar Yano, commander of the Philippine Army’s 302nd Infantry Brigade based in Tanjay City, Negros Oriental, admitted that it was difficult for them to pin down the rebels once they mingle with the masses and return to plain civilian life.

Yano said unless other crimes are directly linked to a suspected rebel, such as being arrested in possession of an illegal firearm, he cannot be held for simply admitting membership to an underground movement.

In many cases, armed rebels set aside their arms and mix with the civilian populace especially after a tactical offensive, thus making it harder for authorities to arrest them.

Just recently, police in Amlan, Negros Oriental, picked up for questioning a certain Franco Quimat.

Residents of Tambuhangin, Amlan saw Quimat, who was unknown to them, roaming around their village, which prompted them to call the police.

Deputy provincial police director for operations, P/Supt. Rey Lyndon Lawas, said they asked the help of the Philippine Army to conduct a tactical interrogation of the suspect who failed to present any credentials.

Quimat allegedly confessed to being a member of the NPA’s communication group in Sipalay, Negros Occidental, where he acted as a courier.

3rd Barangay Micro Business Enterprises (BMBE) Conference in Northern Mindanao

The 3rd Barangay Micro Business Enterprises (BMBE) Conference in Northern Mindanao is set on October 4 at the Atrium, Limketkai Mall, this city.

The whole-day affair will tackle the implementation of RA 9178 or the BMBE Act of 2002 in the region.

The BMBE law was created to provide incentives to businesses with a capitalization of less than 3 million pesos, respectively.

Among its benefits are the exemptions from implementing the minimum wage law, payment of income taxes and fees and financing opportunities.

The Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber), which has served as the BMBE secretariat of the city following City Ordinance No. 8851-2003, provides assistance to BMBE applicants.

It also conducts orientations and conferences that are designed to educate the public about the significance of the law.

“We know that these micro entrepreneurs need all the assistance they can get. Considering their great number, they can pump prime our economy,” said Oro Chamber President Rudy Menes.

“There are many BMBE applicants in the city but still a lot do not know what the law is about and how it will benefit them. That is why we at the chamber are conducting orientation sessions for this sector,” he added.
